Grand Rapids City Tree Removal & Permit Guide
You need a free City permit to prune or remove any tree in the Grand Rapids right-of-way, and no permit at all for a tree inside your property lines. The right-of-way is the strip between your sidewalk and the road, sometimes called the outlawn, and the trees standing in it belong to the City even though you mow around them. This page walks the whole thing, including the two parts that surprise nearly everybody.

The two surprises
First: the City will not do the work. An approved permit does not put you on a City work list. The Forestry Division states it plainly, that it will not be performing the work, that you are responsible for locating public utility lines, and that hiring a company to do the job is on you if the permit is approved. People wait months for a crew that was never coming.
Second: you may not prune your own street tree. Not a little, not carefully, not the branch over your driveway. The City maintains standards of care over the street trees and the answer to a resident asking whether they can prune their own is no. What you can do instead is either request the City prune it, or file a permit request to have a qualified private company do it at your expense.
How the permit actually works
It covers a tree in the City right-of-way at a mature height of more than three feet. There is no fee. You can apply online through the City's forms portal or download the paper form and deliver or post it to the Forestry office on Scribner Avenue NW. Forestry reviews the request within three business days and contacts you if it needs more, then emails or posts the approved permit.
Planting is a separate request with its own timeline, reviewed within about two business days, and the tree has to come off the City's approved species list. If a tree goes into the right-of-way outside your house, the care and maintenance afterwards, meaning the watering, mulching, staking and pruning, is yours.
When the City will prune a street tree for you
There are published triggers, and if your tree meets one, requesting City pruning is free and is the right move. The City prunes for street clearance where limbs hang lower than fifteen feet over the road, for sidewalk and lawn clearance where they hang lower than eight feet, for building clearance where limbs are within eight feet of a house or building, and for deadwood where dead limbs exceed two inches in diameter.
If your tree does not meet one of those, the City is unlikely to prioritise it and the permit route with a private company is the practical answer. Either way, the number for anything about a City tree, including pruning, removal and stump grinding, is 311 or 616-456-3000.
Why the stump is still there
Because the City batches them. Its own Forestry FAQ explains that stump removal does not happen on the same day as tree removal, that specialised grinding equipment is involved, that it is more cost effective to wait and remove many stumps at once, and that the work goes to a contracted private company. The consequence is stated openly: a stump removal can be delayed by a few months after the tree comes out. Once ground, the hole is filled with a mix of soil and ground stump chips ready for replanting.
So if you have been looking at a City stump since spring, nobody has forgotten. If you want it gone sooner, that is a permit conversation, not a complaint conversation.
What about the rest of the metro
It varies more than people expect, and the differences are real rather than administrative. East Grand Rapids runs the strictest regime on our route under Chapter 32 of its code: an abutting owner needs prior written permission from the Director to prune, spray or plant a street tree, and a request to remove a healthy street tree goes to the City Commission through a standing subcommittee. Wyoming has no private-property tree ordinance and handles right-of-way trees through Public Works. Cascade Charter Township is drafting a tree removal permit with a twenty-five percent annual replacement threshold on larger parcels. Ada regulates through site plan and land division review and through natural vegetation zones along watercourses. Comstock Park has no city government at all and splits between two townships.

Questions people actually ask
- Do I need a permit to remove a tree in Grand Rapids?
Only if the tree is in the City right-of-way, and then it is free. Trees inside your property lines need no City permit at all. Right-of-way trees, meaning anything in the strip between your sidewalk and the road at a mature height over three feet, need a permit from the Forestry Division, reviewed within three business days at no cost.
- Who owns the tree between the sidewalk and the street?
The City of Grand Rapids. The outlawn strip is City right-of-way, the trees in it are City trees, and the Forestry Division is responsible for their trimming, maintenance, removal and restoration. You mow around it, but it is not yours, and that is why the permit exists.
- Can I prune my own city tree if I am careful?
No. The City's position is explicit: residents may not prune their own street tree, because the City maintains standards of care across the urban forest. Your two options are to request City pruning through 311, or to file a permit request and have a qualified private company do it at your expense.
- Will the City remove a healthy tree if I do not want it?
Generally not, and in some neighbouring communities the process is formal. Within the City of Grand Rapids the Forestry Division manages the street tree population against canopy goals, so removal of a healthy right-of-way tree is not something a resident can simply request. In East Grand Rapids the same request goes to the City Commission through a standing subcommittee under an approved policy.
- How long does the City take to grind a stump?
Potentially months, and this is documented rather than anecdotal. The City batches street-tree stumps because the grinding equipment is specialised and it is more cost effective to do many at once, and the work is contracted out.
